Mpilonhle, DCS (Nonhlanhla Mwandla and Bradley Dlulisa) and parolees with harvested spinach ready to be distributed to the community
November 2025
The Department of Correctional Services (DCS) Food Garden Rehabilitation Programme is a transformative initiative that supports parolees as they reintegrate into society through meaningful, skills-based agricultural work.
Launched in July 2025 in KwaMsane, eMbotsheni and running until March 2026, the programme is funded by the Expanded Public Works Programme (EPWP) through the Independent Development Trust (IDT). It aims to address both food security and rehabilitation by equipping parolees with hands-on experience in sustainable agriculture, from planting and harvesting to managing small-scale food gardens. These practical skills help improve employability, foster responsibility, and build a sense of purpose and contribution to the community. In addition to strengthening local food access, the programme’s impact is already visible.

In eMachibini, the Mpilonhle team, in collaboration with DCS, conducted a community outreach activity where spinach from the garden’s first harvest was distributed to families in need. Beneficiaries also received towels, bed sheets, and slippers generously donated by the Beverly Hills Hotel.
Further distributions, including cabbage, tomatoes, carrots, and onions, are planned as more crops mature.
By combining rehabilitation with community upliftment, the DCS Food Garden Rehabilitation Programme is restoring dignity among parolees while nurturing stronger, more resilient communities.
